NetSec EAS Emergency Alert System

NetSec Emergency Alert System is a location-based alert system

Advantages Location-Based Emergency Alerts using SMS

Location-based SMS allows government agents to customize messages for specific groups and to send messages to citizens at each stage of disaster even when they have left an affected region. This can be particularly useful in the aftermath. For example, following a chemical or biohazard or a wildfire. It can also handle precision targeting over different areas or inside large buildings.

Cell Broadcast is very effective for disasters like tsunamis but is only able to send messages out based on current location.

Location-based SMS also offers delivery confirmation notifications and  performance data in real-time. This is especially useful as it allows authorities to track how situations are developing and to improve the way resources are deployed. It also offers two-way communication, allowing users to reply and to provide important information to emergency responders if required.

Location-based SMS also offers message delivery confirmation and message throughput monitoring in real-time. This is especially useful as it allows authorities to track how the situation is developing and to improve the way resources are deployed. It also offers interaction, allowing users to reply and to provide important information to emergency responders if required.

In addition to the above, NetSec EAS (Emergency Alert System) offers the following additional capabilities:

NetSec EAS Server

  • Support the management of emergency situations through their full lifecycle Alert the public and provide updates across all phases of the response until the incident is resolved.

  • Detect - an unusual surge in E-911 traffic, anomalies in traffic congestion, external feeds including CAP messages from foreign government agencies. Optional support for OGC sensor web for identifying anomalies

  • Prepare – Live Drill using null SMS; upload of the whitelist of nearby responders; preparation of carefully crafted message templates for maximum clarity.

  • Alert – Dispatch alert SMS within a target response time. For example, within 5 minutes after the receipt of the incident confirmation report. Optional Direct SMS sending via MSC/MME using SS7 MAP and DIAMETER

  • Monitor - Monitoring SMS throughput, evacuation field reportings, Twitter

  • Respond – Interactive messaging to responders in the field

  • Workflow and coordination: upload of whitelist approval, drill programs, result assessments dashboard

  • Server Deployment options: on-premise, cloud-based with native containers

System Integration

  • Video feed from drones and crowdsources such as Twitter Feed

  • Retrieval and viewing of historical demographic data of the area

  • Optional - Support of WebEOC WebEOC is a crisis and incident management solution that supports intelligent response and business resiliency. Organizations of all sizes use WebEOC's uniquely customizable set of utilities for complete situational awareness in support of their  daily operations and emergency management needs.

  • Optional support of OGC sensor web for identifying anomalies

User Interface and API

NetSec EAS comes with a web GUI for government agencies to manage emergency alert campaigns

Alert Messaging

  • Create incident zones and send geo-targeted alerts.

  • Create Pre-composed message templates for different  categories of emergencies. For example, within a danger zone, message

  • Create pre-defined zones for quick alert setup, For example, schools, foreign embassies, train stations

  • Elderly citizens who live alone

  • Support Interactive SMS communication with the public to  verify their safety.

  • Support Interactive SMS communication with first responders and recovery teams.

  • Support Multi-channel alert messaging format including CAP

Visualization & Situation Monitoring

  • Generates heatmaps and density measurements to see how the population is distributed – now and in the past to understand travel  routes, movement over time (day/night) places of a congregation in advance of a potential crisis to e.g. determine evacuation plans.

  • Real-time counting of people within each demarcated zone.  This function supports the monitoring of the evacuation process visually by replaying the density heatmap of the zone at 5-minute intervals.

  • Monitor movements of individuals and groups anonymously, to monitor whether they are self-isolating or following authorities’ directives to not travel.

  • Identify hot spots of people density during an evacuation

  • Using of NetWhere Active for Real-time and precision tracking of people who are reported missing or trapped inside a building or under collapsed structure.
